The Minister of the Environment, Sergio Costa, has already handed over the opinion of his dicastery on Ilva environmental plan to his colleague appointed to Economic Development, Luigi Di Maio. He announced this as he left Palazzo Chigi.
“About Ilva and the Environmental Plan presented by ArcelorMittal – he explained – I delivered my report which is 95% complete.We requested and obtained further documentation from the Ministry of Development for further information, however my report is 95% complete“.
“Now – he added – It will be up to MiSe to make its assessment, which will then become collegial“.
Inspection of the mineral parks site
On 3 September, on the other hand, an inspection was carried out to the construction site for the realization of the coverage of Mineral Parks by the trade unions. During the inspection, ILVA and CIMOLAI company, the contractor of the works, the preliminary activities and the progress of the realization of the works, have been illustrated. The deep foundational phases and the assembly of the metal structures of the first structure are currently under way. The company has clarified the points regarding the requests made by FIOM / CGIL regarding the temporary deposits and the characterization of the ground, the superficial water table and the deep one.
The characterization of the soil has highlighted 3 hot spots, park 1, park 3 and park 5, where values higher than those established by the current regulations have been found for which a total removal of soil has been carried out for a depth of 2 meters and an area of 1100 meters. Specifically, on two of the three Arpa Puglia hot spots, after specific analytical checks, he authorized the removal of the soil where there had been detected overruns.
With respect to the theme of groundwater and limited to the superficial one, an emergency safety is in progress, operating 24 hours a day. No exceeding of the values required by law was found in the characterization activities carried out for the deep water table.
The request for an operational inspection and information on the companies operating in the construction site
An on-site inspection was also requested on site with the Workers’ Safety Representatives to verify compliance with the regulations on health and safety in the workplace, as well as detailed information on the companies operating on the site in order to avoid possible contract dumping.
However, the coverage of the mineral parks continues on a regular basis despite some delay with respect to the scheduled timetable.
Finally, Fiom Cgil considers “fundamental to continue to follow the evolution of the state of implementation of the AIA regulations, so that we proceed towards a serious process of environmental rehabilitation that protects the environment and the territory“.
Ilva agreement comes, but the President of Puglia, Michele Emiliano,
isn’t convinced and says: “With no guarantees on anything health-ahead, serves decarbonization”
The agreement reached on Ilva is objectively improving on what had managed to wrest
Gentiloni government: it guarantees a greater number of workers and accelerates
the environmental plan of the plants, allowing a reduction of the impact on Taranto faster.
But it was not what Di Maio promised during the election campaign.
But, among the “success” obtained and the compliments, the criticisms and anger of the Apulian citizens didn’t fail to emerge. Critics also come from supporters of the M5S, from Taranto citizens who claim the hope that they had kept, for several years, intheir hearts. This time, however, to end up in the viewfinder of Emiliano is the Minister Luigi Di Maio. The Region still has an appeal against the decree of the presidency of the Council of Ministers
containing the environmental plan for the iron and steel industry. “The government – said Emiliano
had two alternatives: or Ilva closed, at which point we had asked for guarantees for the occupation of 20 thousand people, but since we understood that the government has decided to leave it open, it remains that we asked the government for the decarbonisation, then the non-reconstruction of coal Afo5 and the replacement of Afo5, the largest blast furnace in the factory, with two electric gas or hydrogen ovens “.
